12 January 2007: Final date for submissions to the Richmond Road Area Action Plan

I had an email about this. As I understand it, Dublin City Council and Planning Officials agreed a time table for public consultation on the Richmond Road Area Action Plan, the time table and draft proposal were discussed at the North Central Area Committee meeting held on 16 October, in the Civic Offices in Bunratty Road. 12 January 2007 was the agreed dat for final submissions.

Richmond Road Area Action Plan (Draft)

Introduction

Richmond Road is located two miles to the north of Dublin City Centre, and is an east west route, running north of the River Tolka between Drumcondra Bridge in the west and Luke Kelly (Ballybough) Bridge in the east.



The area of the framework plan encompasses lands both to the north and south of the Tolka River and contains some 51 hectares (129) acres. The area includes lands into the north and south of Richmond Road and with access from Grace Park Road, Grace Park Avenue, Waterfall Avenue, Convent Avenue, Richmond Avenue and Esmond Avenue.

Background to plan

In a response to redevelopment pressure in the area, whereby several sites have been granted planning permission in the last four years, the poor state of the roadway and amenity value of the River Tolka, an urban framework plan (or local area action plan) was initiated by Dublin City Councillors and officials.

Strategy

The urban framework plan is a holistic integrated approach to urban planning with an emphasis on urban design, land use and movement with a major emphasis on implementation. The aims of the strategy are:

1.To secure the regeneration of Richmond Road within the context of a co-coordinated urban design framework to provide for the development of a living and working neighbourhood that will benefit and enhance the existing local community and maximize development opportunities along and in the vicinity of Richmond Road.

2. To protect and enhance the architectural and landscape heritage of the area and ensure that a full understanding of this heritage informs the design approach to new development and regeneration.

3. To develop and enhance the physical and visual relationship of the Tolka River to Richmond Road and Environs.

4.To reduce the environmental impact of vehicular traffic on Richmond Road and provide for the creation of a more pedestrian and cycle friendly environment
